O.1 RFAA - Restricted Free Agency Auction
The scheduled date for the RFAA is March 24th, although this is subject to change each year. The RFAA will end two weeks after its start date.
a) The RFAA is an auction bidding process which teams bid on players who have been tagged or tendered.
b) The 24 timer begins on any individual player when an opening bid exceeding the starting price on that player.
c) After an opening bid is made, the bidding for that player remains open until 24 hours passes without the high bid changing owners.
d) Opening bids made be placed on any player until the RFAA ends.
e) Bidding may continue after the April 7th deadline, however no new opening bids may be placed.
f) The RFAA will take place in the Steel Cage thread on the forum.
g) A bid must consist of the compensation identified below. A BID THAT DOES NOT CONSIST OF THE PROPER COMPENSATION WILL BE INVALID.
h) Team's may use draft picks from the upcoming draft and the draft the following year, however, if they have a draft pick in the appropriate round in the upcoming draft they must offer that compensation before offering next years' compensation.
i) Existing PD’s in play at the end of the season will depreciate by 10% prior to league rollover (starting in 2022).
j) Teams may trade during the RFAA. Tagged players however, cannot be traded, unless settled (see below).
k) Teams may use “settled compensation” received during the RFAA to bid on other tagged players during the same ongoing RFAA. Settled compensation means that the auction for the tagged player has been closed AND the exchange of assets has been executed by the commissioner. Commissioner will execute the transaction as soon as possible but an exact timeframe cannot be guaranteed.
l) Once a bid is placed you may not rescind it for ANY reason.
m) If you placed a bid that you do not have the compensation for then 25 PDs will be removed from your budget for each occurrence and your bid will be removed.
Available Tags and Tenders
FRANCHISE TAG
• Can only be used on an expiring contract.
• A player can only be franchise tagged once in his career, even if he’s traded.
• Likewise, a player who has received the Franchise Tag can never be designated with any other tag, except for the trade tag, for the remainder of their careers.
• An “F” notation will be permanently assigned to franchise tagged players.
• Cost to tagging team will be based each year on 2% of the total existing PD’s after rollover.
• Franchise tagged players cannot be bid on during the RFAA.
• A player who has been assigned the franchise tag can be awarded a contract between 1 and 6 years.
EXTENSION TAG
• Can be used on expiring or existing contract
• Extends the player’s contract by 1 year.
• An “E” Notation will be applied to player awarded the extension tag.
• A player’s “E” notation will be removed only if the player is dropped or traded.
• A player with the “E” extension tag designation may not be assigned the Franchise Tagged or the Extension Tag.
• Cost to tagging team will be based each year on 1% of the total existing PD’s after rollover.
• If a player who received the extension tag is traded prior to August 1st of the same season, the tagging team will receive a refund of 50% of the extension tag cost and the extension designation will be removed for the new team, but the player’s contract will not be adjusted.
• Extension Tag players are not bid on during the RFAA.
TRANSITION TAG
• Can only be used on an expiring contract.
• Extends the player’s contract by 1 year.
• The transition tag cannot be used on the same player in back-to-back seasons.
• Tagging team does not participate in the bidding.
• Cost of Tag is 10 PD’s (non-refundable).
• Tagging team will have right of first refusal after bidding has concluded.
• If tagging team refuses to match the highest bid he will receive no PD compensation and is not refunded the cost of the transition tag.
TRADE TAG
• Can only be used on an expiring contract.
• Tagging team does not participate in the bidding.
• Unlike other tags, bidding teams will present offers to the tagging team for the player. The bidding team can use PD’s, picks, or players, (so long as they are under contract with the team or were acquired during the RFAA as considered settled compensation as defined above) or any combination of the three.
• If only PD’s are used as compensation a minimum bid of $10 PDs must be used.
• The tagging team can opt to accept one of the offers at any time during or immediately following the conclusion of the RFAA, or alternatively chose to release the player outright and receive 10 PD’s. The settled compensation received from accepting an offer may be used in the ongoing RFAA as explained above and in accordance with the definition of “settled compensation.”
• Teams must receive at least one offer to qualify for the right to release the player and receive 10 PD’s. If no offer is made on the player, the player is automatically released and no PD’s are awarded.
• If the tagging team opts to accept an offer, there is no other cost besides the compensation that was offered.
2nd ROUND TENDER
• Can only be used on an expiring contract.
• The cost and the starting price for the 2nd round tender is 50 PD’s.
• The tendering team participates in the RFAA with any other bidder and has the right to match the highest offer during the RFAA (this is the same as it was before). To do this, the tendering team would simply reply “Match.”
• If a player receives no bid then the tendering team tags the player for 50 PD’s.
• The compensation for a 2nd round tender is a 2nd round pick. Teams must declare the compensation at the time of the bid. For example, “80 PD’s and 2.07” or “80 PD’s and my 2022 2nd round pick.” Keep in mind that teams that wish to trade future picks in the RFAA must pay into the future season in accordance with the league rules if they are not already paid up.
• Team’s that opt not to match a higher bid will receive 20% of the winning bid in PD’s.
• The team that wins the player may assign that player a new contract between 1 and 6 years.
3rd ROUND TENDER
• Can only be used on an expiring contract.
• The cost and the starting price for the 3rd round tender is 30 PD’s.
• The tendering team participates in the RFAA with any other bidder and has the right to match the highest offer during the RFAA (this is the same as it was before). To do this, the tendering team would simply reply “Match.”
• The tendering team does not need to start the bidding. If a player receives no bid then the tendering team tags the player for 30 PD’s.
• The compensation for a 3rd round tender is a 3rd round pick. Teams must declare the compensation at the time of the bid. For example, “50 PD’s and 3.07” or “50 PD’s and my 2022 3rd round pick.” Payment for trading future draft picks have been revamped and trading a 3rd round pick by itself no longer initiates a payment requirement. See revised section R.2.

O.2 UFAA - Unrestricted Free Agent Auction
Starts June 1st of each year.
Players that are included in the UFAA are those whose contracts have expired and whom have not been tagged.
a) The auction will be held on the MFL auction board.
b) Nominations for the auction will end on June 18th at 11:59pm EST. Auctions may go beyond this deadline, but no new auctions will be allowed to start past this deadline.
b) Proxy Bidding will be used.
c) Once 24 hours passes without the high bid changing teams, the player goes off the board.
d) The minimum bid is 1 PD.
The UFAA will have three stages:
STAGE 1 - When UFAA starts, each owner may nominate up to TWO players for auction. An owner who has started TWO auctions may not start another one until at least one of those auctions ends. An owner may not have more than TWO auctions started during STAGE 1 for any reason.
STAGE 2 - When the auction is in stage 2, each owner may nominate up to THREE players for auction. An owner who has started THREE auctions may not start another one until at least one of those auctions ends. An owner may not have more than THREE auctions started during STAGE 2 for ANY reason.
STAGE 3 - When the auction is in stage 3, each owner may nominate as many players as they wish for auction.
The method above is meant to keep the UFAA auction moving along at a respectable pace. The call to switch stages is the judgement call of the Commissioner and not necessarily a hard and fast rule based on auction numbers.
O.3 Overbidding
Owners may NOT bid more Prize Dollars on players than they currently possess. In the event an owner bids more than they have, the bid will be voided and the previous bid becomes the top bid. The owner will receive a penalty of 25 PD's. If 25 PD's are not available, 25 PD's will be deducted from the 300 GB Stipend at league rollover the following season. Each additional occurrence will result in a 50 PD penalty.
